Sustainable development tries to employ modern technology to serve the goals of society, by educating the population about the importance of various technologies in the field of development and how to use the available and new ones to improve the quality of life of society and achieve its desired goals without resulting in negative environmental risks and effects, or at least that these Risks and effects are controlled in the sense that there are appropriate solutions for them.
Scientists in all countries of the world are racing to achieve scientific programs and advance technically, scientifically, technologically, in various aspects of life, and interest in patents has become one of the most important sources of this scientific and technological development. Therefore, we find that informational and technical development constitutes a temporary and strategic goal for theorists of building the international economy, as it plays a role It is pivotal in the balance of industrial and economic power and its reflection on international agreements and treaties. Therefore, attention has been focused internally and internationally on protecting innovations by creating an integrated legislative formulation to protect innovations internationally and internally. The international will also contributed to the maturation of visions in the protection of innovations in order to legislate international agreements to protect the rights of innovators, and the TRIPS agreement is one of the most important international agreements in this regard.
We in the Iraqi state need more scientific and legal efforts to achieve sustainable development and build a scientific base. At the level of scientists, we need to build a scientific base that we provide with all the elements of scientific advancement. We also need a legislative system that supports and protects the efforts of creators. We also need the support of the central government through the issuance of Systems and instructions that support and support the scientific effort in order to achieve the highest possible level of comprehensive sustainable development
Therefore, I propose the following:
1- Making legislative amendments to laws pertaining to sustainable development, including the patent and copyright protection laws,
2- Formation of the Scholars Care Department in the Ministry of Higher Education and Scientific Research adopts the preparation of the necessary plans for building an advanced industrial system.
3- Informing Iraqi scholars of a social welfare system, including housing, services, and an area protected by state security.
