The Wise Governance and its Relation with Quality of Takin Decision and the Competitive Merit to Central Unions Members of Tennis from the Perspective of Branch Unions Member in Iraq

Abstract
Along with the quick development that the world witnesses, the accelerated growth, and using the developed technology and digital time, it became necessary to accompany this development, catching technology ship, and exploiting what is useful to improve the various educational and non-educational institutions and organizations including the sport institutions, for its success became representation for development and progress of countries on all the international, regional, and local fields. Problem of the current study starts in the interest with these sport institutions in general. The interest with the institutions represented by clubs and unions including the ones which relate to tennis games is due to adopting the institutions to modern administrative bases and systems, and programs to guide and governance their various activities. This requires basic and original change in their administrative and organizational processes. Using modern styles in administrating them has great influence. Thus, role of wise governance became a necessity and a basic condition to success the works. So, applying of administration and the wise government will not be enough unless there is commitment with administrative rules and systems that lead to success of governance application. Therefore, the pioneer institutions try hard to care with the human factor who is the way to competition and achievement of competitive recognition. Forming the governance system is considered one of the basic elements to build the intellectual frame to governance the sport institutions which lead to improvement and employees’ performance in institutions. So, the current study will tackle the governance which is considered by many sport institutions a key to get a nice and active management of their human resources in the way that serve their administration success.
The current study aimed at:
1.Designing and applying the wise governance measurement of the competitive merit to central unions members of tennis from the perspective of branch unions members in Iraq.
2.Preparing measurement for taking decision to central unions members of tennis from the perspective of branch unions members in Iraq.
3.Knowing the reality of the wise governance and its relation with quality of taking decision and the competitive merit to central unions members of tennis from the perspective of branch unions members in Iraq.
The study hypothesized that:
1. The central unions from the perspective of members of central unions enjoy with a degree of the wise governance and the quality of taking decision and the competitive merit.
2.There is a moral correlation between the wise governance to central unions members of tennis and the quality of taking decision.
3. There is a moral correlation between the competitive merit to central unions members of tennis and the wise governance
The researcher mentioned, in the theoretical part, the study variables ( the wise governance, quality of taking decision, the competitive merit ). She also explained the similar studies and their discussion.
Concerning the research methodology, the researcher adopted the descriptive approach with the survey style and interrelated relations. Members of central unions members of tennis from the perspective of branch unions members in Iraq were chosen as the research community who were 150 members distributed on different provinces ( tennis, badminton, table tennis, squash).
In the light of the findings, the researcher concluded the following:
1.Reaching to build the wise governance measurement and the competitive merit to central unions members of tennis in Iraq.
2.Necessity of activating the role of branch unions members in taking decisions.
3. Members of the branch unions of tennis games enjoy the wise governance and the quality of taking decision and the competitive merit.
Based on the previous results, the researcher recommends the following:
1.Emphasizing the use of the wise governance measurement and the competitive merit to central unions members of tennis in Iraq.
2.Emphasizing the evaluation of the wise governance and the competitive merit continually and periodically to identify strong and weak points in this performance.
3.Necessity of applying the basic principles of the wise governance and the competitive merit to central unions members since there are observational and administrative procedures that support the sport institutions raise their sport and administrative reality.
