Faculty of Law – University of Kerbala has discussed the Ph.D. dissertation which is entitled “Legal Regulation of Artificial Intelligence – A Comparative Study “. It presented by Salam Abdullah Kareem.
The dissertation aims at clarifying the mechanism of dealing with smart machines and resulting set of legal relations, in addition to the damage caused by these machines.
The discussion deals with the possibility of these advanced systems getting out of human control, and the consequent threat to both internal and international security and peace; showing the importance of using them with a doubt that is beneficial to human interest, and regulating how they are produced and used in an ethical manner that is not harmful to society, and most important of all is civil responsibility and bearing the responsibility of compensating damages caused by these advanced systems and machines, both internally and externally.
It concludes that the development of artificial intelligence would make civil laws and even the judiciary unable to identify the person responsible for those damages.
