University of Kerbala Discussing an M.A. Thesis Representation of Minorities in the elected councils according to the Constitution of the Republic of Iraq 2005

Faculty of Law, University of Kerbala, has discussed the M.A. thesis which is entitled “representation of minorities in the elected councils according to the Constitution of the Republic of Iraq for the year 2005 : a comparative study. The study has been presented by Salwa Mukhtar Ismail.
The thesis aims at showing that minorities are essential parts of the components of the Iraqi fabric society, and therefore all are equal citizens having the same rights and duties, and for the importance of minority representation in political process. It also goals at excluding the influence of non-minority political parties that seek to possess and dominate the quota for minorities in a way that absorbs the quota from its essence.
The thesis states that democracy depends on human rights as the basis for its existence and its effective work in achieving equality and respecting human rights since democracy works through general and free elections and the representatives of people are the ones who obtain a majority of votes and thus the rule becomes for the majority at the expense of the rights of the minority which may generate conflicts between the majority and the minority.
