ﯾﮭﺪف اﻟﺒﺤﺚ ﻟﻤﻌﺮﻓﺔ أﺛﺮ ﺗﻤﻜﯿﻦ اﻟﻤﻮارد اﻟﺒﺸﺮﯾﺔ ﻓﻲ ﺗﻌﺰﯾﺰ ﻣﺨﺮﺟﺎت اﻟﻌﻤﻞ ﻟﻘﺴﻢ ﺷﺆون اﻟﺒﻄﺎﻗﺔ اﻟﻮطﻨﯿﺔ اﻟﻤﻮﺣﺪة ﻓﻲ ﻣﺤﺎﻓﻈﺔ ﻛﺮﺑﻼء اﻟﻤﻘﺪﺳﺔ. إذ ﺗﻢ ﺗﺤﺪﯾﺪ ﻣﺸﻜﻠﺔ اﻟﺒﺤﺚ ﺑﺘﺴﺎؤل رﺋﯿﺲ ﻣﻔﺎده: ﻣﺎ ﻣﺪى دور ﺗﻤﻜﯿﻦ اﻟﻤﻮارد اﻟﺒﺸﺮﯾﺔ ﻟﻠﺘﺄﺛﯿﺮ ﻓﻲ ﻣﺨﺮﺟﺎت اﻟﻌﻤﻞ ﻓﻲ اﻟﻘﺴﻢ اﻟﻤﺒﺤﻮث. وﺗﻢ ﺗﺼﻤﯿﻢ ﻣﺨﻄﻂ ﻓﺮﺿﻲ ﯾﻌﻜﺲ ﺗﺼﻮرات اﻟﺒﺎﺣﺚ ﻋﻦ ﻧﻮع اﻟﻌﻼﻗﺎت ﺑﯿﻦ اﻟﻤﺘﻐﯿﺮ اﻟﻤﺴﺘﻘﻞ ﺗﻤﻜﯿﻦ اﻟﻤﻮارد اﻟﺒﺸﺮﯾﺔ ﺑﺄﺑﻌﺎده )ﺗﻮاﻓﺮ اﻟﻤﻌﻠﻮﻣﺎت، اﻣﺘﻼك اﻟﻤﻌﺮﻓﺔ، اﻟﻤﻜﺎﻓﺂت، واﻟﺴﻠﻄﺔ(، واﻟﻤﺘﻐﯿﺮ اﻟﻤﻌﺘﻤﺪ ﺑﺄﺑﻌﺎده )اﻟﺮﺿﺎ اﻟﻮظﯿﻔﻲ، اﻹﻟﺘﺰام اﻟﺘﻨﻈﯿﻤﻲ، ﺳﻠﻮك اﻟﻤﻮاطﻨﺔ اﻟﺘﻨﻈﯿﻤﯿﺔ، وﻧﯿﺔ ﺗﺮك اﻟﻌﻤﻞ(.اﻋﺘﻤﺪ اﻟﺒﺤﺚ اﻟﻤﻨﮭﺞ اﻟﻮﺻﻔﻲ اﻟﺘﺤﻠﯿﻠﻲ ﻓﻲ ﺟﻤﻊ وﺗﺤﻠﯿﻞ ﻣﻌﻠﻮﻣﺎﺗﮫ وﺗﻔﺴﯿﺮھﺎ، ﻛﻤﺎ اﺳﺘﺨﺪﻣﺖ اﻹﺳﺘﺒﺎﻧﺔ ﻛﺄداة رﺋﯿﺴﺔ ﻓﻲ ﺟﻤﻊ اﻟﺒﯿﺎﻧﺎت واﻟﻤﻌﻠﻮﻣﺎت ﻣﻦ ﻋﯿﻨﺔ ﺑﻠﻐﺖ )182( ﻣﻮظﻔ ﺎً ﻣﻦ اﻟﻘﺴﻢ اﻟﻤﺒﺤﻮث، ﻓﻀﻼ ً ﻋﻦ اﺟﺮاء اﻟﻤﻘﺎﺑﻼت اﻟﺸﺨﺼﯿﺔ ﻟﻌﺪد ﻣﻦ اﻟﻤﺪراء وﻣﺴﺆوﻟﻲ وﻣﻮظﻔﻲ اﻟﻘﺴﻢ. وﺗﻢ اﺳﺘﺨﺪام ﻣﺠﻤﻮﻋﺔ ﻣﻦ اﻷﺳﺎﻟﯿﺐ اﻹﺣﺼﺎﺋﯿﺔ اﻟﺘﻲ ﺳﺎﻋﺪت ﻓﻲ ﺗﺤﻠﯿﻞ ﺑﯿﺎﻧﺎت اﻟﺒﺤﺚ واﺧﺘﺒﺎر ﻓﺮﺿﯿﺎﺗﮫ واﻟﻤﺘﻤﺜﻠﺔ ﺑـ )اﺧﺘﺒﺎر اﻟﺘﻮزﯾﻊ اﻟﻄﺒﯿﻌﻲ، اﻟﺘﺤﻠﯿﻞ اﻟﻌﺎﻣﻠﻲ اﻟﺘﻮﻛﯿﺪي، اﻹﺣﺼﺎءات اﻟﻮﺻﻔﯿﺔ، ﺗﺤﻠﯿﻞ اﻻرﺗﺒﺎط اﻟﺒﺴﯿﻂ ﺑﯿﺮﺳﻮن )Pearson(، ﻧﻤﺬﺟﺔ اﻟﻤﻌﺎدﻟﺔ اﻟﮭﯿﻜﻠﯿﺔ، ﺗﺤﻠﯿﻞ اﻟﻤﺴﺎر، ﻣﻌﺎﻣﻞ اﻟﺘﺤﺪﯾﺪ )R2(، اﺧﺘﺒﺎر )(T، ﺑﺎﻻﻋﺘﻤﺎد ﻋﻠﻰ اﻟﺒﺮاﻣﺞ .

V. 23) اﻹﺣﺼﺎﺋﯿﺔ اﻟﺠﺎھﺰة وﺗﻮﺻﻞ اﻟﺒﺤﺚ إﻟﻰ ﻣﺠﻤﻮﻋﺔ ﻣﻦ اﻻﺳﺘﻨﺘﺎﺟﺎت أھﻤﮭﺎ: ﺳﻌﻲ اﻟﻘﺴﻢ اﻟﻤﺒﺤﻮث ﻟﺠﻌﻞ اﻷﺧﻄﺎء واﻟﻤﻮﺿﻮﻋﺎت ﻏﯿﺮ اﻟﻤﺄﻟﻮﻓﺔ ﻓﺮﺻﺔ ﻟﻠﺘﻌﻠﻢ، ﻣﻤﺎ ﯾﻌﻨﻲ أن اﻟﻘﺴﻢ ﯾﺴﺘﻐﻞ اﺧﻄﺎء اﻟﻌﻤﻞ ﻓﻲ ﻣﺤﺎوﻟﺔ ﺗﻨﻤﯿﺔ وﺗﻄﻮﯾﺮ ﻗﺪرات اﻟﻤﻮظﻔﯿﻦ. وﺑﻨﺎء ً على اﻻﺳﺘﻨﺘﺎﺟﺎت ﻗﺪم اﻟﺒﺤﺚ ﻣﺠﻤﻮﻋﺔ ﻣﻦ اﻟﺘﻮﺻﯿﺎت أﺑﺮزھﺎ: اﻟﺴﻌﻲ اﻟﺤﺜﯿﺚ ﻣﻦ ﻗﺒﻞ إدارة اﻟﻘﺴﻢ اﻟﻤﺒﺤﻮث ﺑﺘﻮﻓﯿﺮ ﻧﻈﺎم اﺗﺼﺎل ﻣﺮن وﻓﻌﺎل ﯾﻤﻨﺢ اﻟﻤﻮظﻔﯿﻦ اﻟﻤﻌﻠﻮﻣﺎت اﻟﺼﺤﯿﺤﺔ واﻟﺪﻗﯿﻘﺔ، ﺑﻤﺎ ﯾﺴﮭﻢ ﻓﻲ رﻓﻊ ﻣﺴﺘﻮى ﻛﻔﺎءة أداﺋﮭﻢ، ﻣﻦ ﺧﻼل ﺗﻮﻓﯿﺮ ﻗﺎﻋﺪة ﺑﯿﺎﻧﺎت ﻣﺤﺪﺛﺔ.
Human resources empowering and its impact on enhancing business outcomes
Abstract :
The research aims to know the effect of enabling human resources in enhancing the work outputs of the Department of Unified National Card Affairs in the holy city of Karbala. The research problem was identified with a major question: What is the extent of the role of enabling human resources to influence the outputs of work in the research section? A hypothetical scheme was designed that reflects the researcher’s perceptions of the type of relationships between the independent variable, empowering human resources with its dimensions (availability of information, possession of knowledge, rewards, and authority), and the variable adopted with its dimensions (job satisfaction, organizational commitment, organizational citizenship behavior, and intention to leave work).
The research relied on the descriptive analytical approach in collecting, analyzing and interpreting its information, and the questionnaire was used as a main tool in collecting data and information from a sample of (182) employees from the research section, in addition to conducting personal interviews for a number of managers, officials and employees of those departments. A set of statistical methods were used that assisted in analyzing the research data and testing its hypotheses, which are (natural distribution test, confirmatory factor analysis, descriptive statistics, Pearson simple correlation, structural equation modeling, path analysis, determining factor (R2), test (T), relying on ready statistical software (SPSS. V. 23), (Amos, V 23), (Microsoft Excel, 2013).
The research reached a set of conclusions, the most important of which are: The research section sought to make mistakes and unfamiliar topics an opportunity to learn, which means that the department exploits work errors in trying to develop and develop the capabilities of employees. Based on these conclusions, the research presented a set of recommendations, the most prominent of which are: The relentless pursuit by the department of the research department to provide a flexible and effective communication system that gives employees the correct and accurate information, which contributes to raising the level of their performance efficiency, by providing an updated database.
