Abstract:
This thesis, titled “Criteria for Progress and Development in the Qur’an: Presentation and Analysis”, examines how the Qur’an defines the criteria that lead to progress and development in various aspects of human life. The study analyzes Qur’anic texts that refer to religious, cultural, scientific, economic, and political criteria that form the foundation for human advancement, The thesis focuses on interpreting the Qur’anic verses related to scientific, economic, and political progress, and their relationship to ethical and religious values. It presents the criteria provided by the Qur’an to achieve a balance between worldly life and the hereafter, and grounds the concept of progress within Qur’anic teachings
It also compares these criteria with modern concepts of progress and development, highlighting their compatibility with contemporary ideas. The thesis shows that progress and development in the Qur’an are not solely materialistic but also encompass ethical and spiritual dimensions, promoting sustainable and holistic development
Finally, the thesis concludes that the Qur’an offers comprehensive and integrated criteria for progress, going beyond material development to include a balance between material and spiritual aspects, making it a rich reference for societies seeking balanced and comprehensive progress.

True progress is measured by a society’s ability to adhere to the value system that safeguards human dignity and ensures its advancement and perfection. Adopting Qur’ani standards as a reference in planning for comprehensive development, and linking contemporary civilizational renaissance to moral and spiritual foundations, guarantees the sustainability of progress and protects society from deviation.
