Faculty of Law – University of Kerbala has discussed the M.A. thesis which is entitled (Lab Licensing Regulation to Practice the Career”: a comparative study). It is prepared by Maher Abdul-Kadhim Chalab.
The study aims at clarifying the mechanism of legal regulation of license to practice profession in private health laboratories.
The study shows that health system in the country performs many functions and tasks through a group of elements that are not complete without its presence, and the practice of the profession of civil laboratory is one of the important and effective elements in the health system as it is the first step and the basis on which the treating physician relies in diagnosing the appropriate patient’s treatment.
The study concludes that the legislator does not specify a time to respond to the audit of application submitted by the person whom practice the laboratory profession, as this matter is left to the discretion of administrative authority concerned with granting the license, which causes many effects, including the delay in issuing the granting decision for an indefinite period, as well as not regulating the granting of temporary license.
